An awful lot of cats were taken from their moms before she could teach them how to wash.

Some spend so much time NOT washing that they often forget how to do it. But you can help him along by taking a washcloth, making it wet, squeezing out MOST of the water, and using it to wipe him down. That'll make his fur wet but not soaked, and cats usually start putting their fur in order after it's that damp.

Only do small areas first, like one front leg and one shoulder, or all down just the left side of the body and part of the belly. You don't want him all wet, just an area of him. Once he starts fixing the fur there, leave him be and don't distract him. If the washcloth isn't wet enough, add more water. You can also wipe his face and top of his head. Make sure it's warm water, so it feels like a tongue on him.

He'll get the message, but you'll need to prompt him to get him started.

There are certain diseases that have a symptom of not grooming. I would recommend taking your kitty to the vet to look for oral tumors or diseased teeth, kidney issues, and metabolic issues among other possible causes. Given the younger age of your cat I would have him seen.

Cats not wanting to clean themselves can be a sign that they have worms. You should deworm him just to be sure.
