I'm certain that many tallented people are breaking the law and thus not sharring that talent with the world. Jeffry Dalmer was a very chaming and well spoken man. He could have gone into politics, he chose to use his tallent to lure men to his home and eat them. I'm not sad that he avoided politics.
If you think you've found the next American Idol you should make sure they are American. There are very tallented bussinessmen running crime syndicates, should we hire them at IBM?

No. For one thing, illegals are /not/ part of America. For another, lottery-model success, like singing competitions or rising through the ranks of a gang or coporation, in which many try and a very few succeed phenomenally through extraordinary skill, talent, determination and luck, don't exclude you just because you've committed a midemeanor in the past. If you have tremendous talent of some kind, you can leverage to get legal one way or another.

Poverty and failing education due to illegal immigration swamping our schools leads to all sorts of talents amongst American citizens remaining unrecognized. What makes talents in those illegally here more important than the programs our own people need?

Is a possibility, but at this point we need to get a hold of this immigration problem without hurting people and respecting other cultures.
