Wondering if we rented a place on Balboa if we could easily ride our bikes/walk to these eateries...or if we'd need to get in the car and search fro parking.

Yes, you could easily walk to all those places. Balboa Island is pretty small. Hard to believe all those businesses fit on the island! Definitely don't need to use the car. Parking would be much worse than walking or biking. All are easily accesible by bike or walking.
PS- There are even MORE restaurants available by taking the ferry to the Fun Zone area and Balboa Pier. Ruby's is a fun diner. Be sure to get a milk shake.

Yes, you can get around the Balboa area on feet/bikes. In fact it is very fun to do that. You can take a ferry for just a few bucks to get to a different area of the island. They have small rides, arcades, and a few fun things to do on the other end.

You should be fine on a bike or walking as long as you stay on the Island otherwise you will need a car in Newport or you can always take a cab.

I used to live in Newport Beach. Balboa is a cool place to be. Have fun!

looks like a great website. I would also do mapquest of the area. you would get a better idea if you could bike to these areas.
