If your license is suspended in one state, then your driving privileges are technically suspended in all states. Not all states are members in the DLC, but they can still access your driving record. Giving false information on obtaining a license, is considered perjury (felony), and could result in your arrest.
You could try Alaska or Hawaii, but I don't guarantee it.

Edit. Clear the suspension, then you can apply anywhere.

Doubt it. Most States are hooked up by computers and you will be asked if you have a license in another State. You will also be asked if you have a license suspended in another State.
