"Best" is a relative term, because the situations you might need such a telephoto are variable. For example, a fixed focal length telephoto may be too strong for sports like Little League and while it may be a lens of superlative quality, it woudn't be the best lens for use in that particular situation. In other words, you need to pick the right tool for the job at hand, which can vary based upon your needs of the moment.
That being said, I will recommend a different "best" lens for you, on my own guess that you need something a bit more flexible and practical for many situations.
Thus, I will recommend the Sigma 80-400mm optical stablized lens for your Canon 30D (I presume you meant EOS 30D digital SLR?).
Why this lens? Because the zoom range is very useful, allowing you to frame your shots. The optical stabilization is useful for dim lighting. And because I own and use this lens (in the Nikon mount) and have been pleased with the results on a trip to Africa and in taking photos at Little League games, soccer games, etc.
The only drawback is that the aperture isn't very wide compared to more expensive lenses out there. However, this can be overcome to some extent by increasing your SLR's ISO if needed, and the Canon 30D has very low noise as digital cameras go.
So I would definitely try that lens out as a possible "best" lens for your needs.

That depends on your budget. The ones fhotoace suggested are very pricey.
If you are willing to sacrifice some image quality by using a higher ISO - 400 or 800 - the Canon 400 f5.6 should serve you well. You can probably find a 400mm from Sigma or Tamron for less $$$ than the Canon.
Regardless of the lens you choose you should buy a HAZE/UV filter or Skylight filter for it. Protecting that front element is a priority and since you'll be outdoors why risk a tree limb scratching your new lens - and making a paperweight of it.
A good monopod should also be on your list.
