I am decorating my room and we have stripped the wallpaper off the walls, sanded them down, and painting it with a white undercoat, but the thing is in some places the paint seems to be cracking only on the concrete walls though. Why is this happening ??

moisture is causing it. The concrete must be sealed, then a good primer,

You should have sealed the concrete first. Or perhaps you have a moisture problem in the concrete. (especially if it is a basement). They absorb rain water from the dirt around them and then it seaps into the room. There is a special concrete sealer. Dry Lock I think is the name of it. Home Depot has it and probably Lowes and any place that sells paint.

To me sounds like a water issue. The first thing you need to do is go to Wal-Mart and ask for KILZ water proofing paint. This is a 2 coat process with 4 hours in between coats. This is a smooth finish paint, its not like other waterproofing paint which has a sand paper finish. You can tint the white to a light color. This should stop your water issue. If you don't want to do this any paint you try to put on your wall with crack and peel.

Yup. I totally agree that it's moisture...Seal it with a block seal and paint as usual. Could be some settling of the block wall itself particularly if it is an exterior wall. Block seal and paint should fill those hairline cracks though.
