Yeah, we had someone here last week asking about collecting sales tax. Obviously, she was not a registered or licensed business. Maybe it was just ignorance or her part, but you can't just collect sales tax and send it in.
Maybe including "licensed" in an advertisement would assure the buyer/client that the photographer intends to actually pay sales tax.
In MY little town, there is a local business license that is required of ANY business that does not otherwise answer to some higher power. I am licensed to practice dentistry by the state attorney general, so I don't need a local business license. If someone has a problem with my business practices, they have recourse against me through the AG's office. The local business license affords a similar protection to clients of businesses that would otherwise offer no remedy in the event of fraud or poor service, etc.
Maybe that's it.

You do not need a license, degree or professional certification (doctors, general contractors, lawyers) to be a professional photographer. There is no set path to becoming one. Some people buy the latest camera at best buy & post an ad on craigslist and bam, they're a photographer. Others get a Bachelors of Fine Art degree from Rochester Institute of Technology (best photo program in the country) then assist a working photographer for years before hanging out their shingle. And there's a lot of paths in between.
You do need talent as well as technical knowlegdge of how to properly expose an image to be a Good photographer. Professionals do not rely on a camera (essentially a computer) to take a picture. A camera cannot take a picture any more than a hammer can build a house.
You do need a business license from your local city or county to operate a photography business.

If you do photography as a business, then you have to be licensed, just like any other business. Generally it is for the purpose of making sure you collect tax money on your product sales. The number of licenses and purpose will be different depending on your specific government jurisdiction.

Photographers arent licensed beyond their local communitys business requirements.
A photo may be licensed, by written contract, from copyright holder to another, for a specific use.

Just a business license. There may be some kind of class you have to take, I'm not sure.
