You can't go wrong with Dreamweaver. It's the most powerful web site programme there is. You just have to go in a bookshop to see how many books there are on it.
It's not difficult to use it once you get the hang of it and there are lots of excellent books with excellent explanations
You can also buy or get from your library a training CD ROM marketed under the series entitled Professor Teaches that you can find in the net or buy directly from WH Smith.
A good easy book among the many are the ones from Easy Steps publishing.
Front Page is also good but is becoming less popular because Adobe the maker of Dreamweaver have taken the big share of the market. And the others suggested here are also worth to be looking into.
However If you you want to make a website easily, quickly and cheaply almost as easy as building a blog you can make it with yahoo whose link you can find in the yahoo opening page.

Microsoft's Visual Web Developer Express is free and fairly comprehensive for a beginning to intermediate website builder. I assume that you're not too averse to the Microsoft world, because if you were a Linux/UNIX geek you would have RTFM instead of posting here for information.
FrontPage is adequate if you want a Web page that doesn't do anything. If you want active content, data-connected applications, Web services, etc. you should either go with Web Developer Express or get Microsoft Expression, which is Front Page's long-overdue replacement.

I agree with the dreamweaver software.
although i would say its better to learn HTML and CSS etc, because then you will know when there is something wrong with your pages etc,
dreamweaver can sometimes mess up behaviours and they then need manually edited, only possible if you know what you are looking at.
I have been writing web pages for years on a txt editor like note pad and then saving them as HTML files, i only use dreamweaver to activate the pages with some java script.
dont even go near frontpage ,its really bad for errors etc.
Also get different browsers in your PC
Mozilla firefox
for a start, you will need to check your pages are cross browser friendly.

Dreamweaver gets my vote; but you should have a go at making a simple site using Notepad (no, don't laugh), because you would get a better idea of what Dreamweaver is doing "behind the scenes".
Anyway - fun and frustration in equal measures await you....
John
As an afterthought, you could download NVU - a prefectly good freebie, which is not unlike Dreamweaver, from http://majorgeeks.com/Nvu_d5490.html
Hey, its freeee - give it a go

Hi! First of all it depends on the complexity of the web site that you are trying to build.
Microsoft Frontpage is a great product for simple websites. It also has great templates and goodies called Frontpage Extensions that allow you to easily put up features like rotating banners. However, to reap full benefits of Microsoft Frontpage, you need to subscribe to a hosting program that has Frontpage Extensions.
There is also a collection of web development applications called CoffeeCup that you may wish to consider if you are building a not-too-complex website.
If your website is more complicated, and you have many pages that you need to standardise according to a few templates (not just one), or if you need to store some information in a simple database, you may wish to consider Macromedia Dreamweaver. It has features that Microsoft Frontpage lacks in terms of managing more complex websites, but it is not as easy to pick up and learn as Microsoft Frontpage.
Macromedia Dreamweaver intergrates very well with Macromedia Fireworks to allow you to create stunning graphics which are embedded with certain behaviours like changing the graphic when the mouse rolls over it. Macromedia Dreamweaver also has features that help you incorporate server applications written in PHP or ASP/ASP .Net into your website. Those features include code generation for common tasks such as creating a log-in page, adding, editing, deleting and reading records from your database.
If your requirements are much more complex, you may wish to consider a web programming environment such as Microsoft's Visual Studio. This will allow you to use paradigms such as object-oriented programming to handle very difficult tasks. It gives you a lot of power, but you also need to learn how to program.
You may also wish to consider something called Content Management System to create your website. These products allow you to integrate sophisticated features like blogs, forums, memberships, shopping malls to your website on a piecemeal basis. There are a few open source Content Management Systems that are cheaply available that you can try for free and if you do decide to use it, you can pay a donation for its use. Try checking the sample websites, additional skins and add on modules at http://www.joomla.org and http://www.dotnetnuke.com . There are also other Content Management Systems available.
Perhaps the Content Management System option is the one
you'll like best because it combines simplicity, sophistication and economy in a single package. If that is the case, you may wish to consider subscribing to hosting plans that already has the Content Management System of your choice pre-installed.
Good luck on your website!

Well you could use Dreamweaver which you van download from here:
http://www.adobe.com/products/dreamweaver/
You could also use Frontpage which is pretty simple to use as well and notepad.I know using note pad sounds stupid but you need to know your html codes.
You could also create a website for free online with this website:

Enjoy!
