Sure fire way: works 99% of the time, the 1% is for gothic girls and emo chicks...

get them away from friends..there is a huge chance that when a girl is around friends, they are going to make the decisions for her. if there are 3, 2 may not like you and 1 will...majority wins. so get her away or wait till she's away. always have a good conversation starter, lying is not cool so make up something that introduces yourself and gives her an idea of what kind of person you are. if she already knows your name and stuff, then you need to just ask for her number in a way that makes it known you want a "date"..never go to a resteraunt or a movie on a first date...avoid crowded people places as much as possible (movies, big no no), you want to be alone with her, but in a public place like a park, trail, a stroll downtown or a riverwalk...give her compliments, but don't be weird about it, and make sure you let her talk, by asking her questions about herself...and only talk about yourself if she asks or you think its a good time to. seal the date with a request for a second date. don't kiss her unless she wants it (see the movie HITCH starring Will Smith for details).

If at a party...wait till the girl gets slightly drunk and talk to her, ask her for her number and call the next day...same goes for a club.
