Only amusing if they have a REALLY good sense of humor. Which most people don't when it comes to strangers.

Yes it would be considered mean! Would you want that to happen to you? You could get into a lot of trouble with that. Find something else to amuse yourself that does not involve other people.

Amusing for some mean for others.
Imagine you are walking to catch a cab for an important meeting. You are in nice clothes and have to be there on time. You are about to grab the cab when out of no-place a water-bomb hits you. You are soaked and have no time to change. I am sure at that point it would seem mean, evento you.

In a lot of jurisdictions it would be considered illegal !!
It is an assault on an individual and in Texas -- can land you in jail with steep fines in tow !!
And, all that needs to happen is for the individual you strike to have some pyshical injury involved in the incident -- and your little "amusement" can leave you with the price of some very healthy doctors bills as well !!!
A few years back -- a man in Hawaii was actually killed by a waterballoon dropped on him from a highrise hotel balcony --- snapped his neck and he died instantly !!

It's very mean, and if you're unlucky the cops will be called and you will get in trouble.
Would you want to be walking down the street with your hair done and makeup perfect in a dry-clean only shirt and be assaulted with water balloons?
And you never know - someone might come after you. You have to be careful now-a-days. Doing something thoughtless like this has many consequences.

It's mean. And it's not a good idea. Technically you could be arrested - battery. As I kid, we did that to passing cars. One guy schreed to a halt, and threatened to call the police. Luckily my dad talked him out of it.

Also- keep the number of a good lawyer handy for when you are arrested and have to show up in court.

then see how many people press charges against you for assaulting them.
You are basically attacking them without provocation which is illegal.
