Only the USPS will be able to send it to a military member in Iraq. You will have to fill out a customs form (its free) and the guys and gals at the post office will take it from there.

Here is some info for you:

Here is the United States Postal Service site and they have restrictions and such.

The U.S. Postal Service introduced a Military Care Kit, or "Mili-kit" for military families and friends to send care packages to their loved ones stationed overseas. Each kit contains two Priority Mail boxes, six Priority Mail Flat Rate boxes, eight Priority Mail labels, one roll of Priority Mail tape and eight customs forms with envelopes.
This kit may be ordered by calling the USPS Expedited Package Supply Center at 1-800-610-8734. There is no charge for the kit. The Priority Mail Flat Rate boxes included in the kit can be shipped to any APO/FPO in the world, regardless of weight, for $8.10.

Here is some sites on what you can't send:

And what you can send:

Hope this helps.

As long as you have his APO AE and zip code you just go to the post office. it will take any where from 5 to 15 days to get to him. do not send chocolate from about mid Feb through mid November. if it has any value insure it for the value. and don't seal the top until you get to the USPS because they like to make sure it does not have any thing bad in it. you will have to fill out a customs form there so be ready to do so. it is a simple form just declaring items in side it. I would suggest not putting Ipod on this but maybe electronic device and just a value due to theft.

Use the USPS, make sure you ask about what type of custom label to use (the type of custom label depends on the package weight) also you'll want to send it flat rate- otherwise it could cost a bunch!
Do: Tape down the tops of lotion, shampoo, and other bottles and put in a ziploc bag to prevent leaks.
Don't: Send Chocolate in the Summer!!! (Oreo's are great though.)

Go to your local post office and fill out the sheet they give you... you just have to list what your sending, etc. very simple! Also, this is a hint i learned after my husband came back from Iraq.
If you use one of those flat rate boxes, its a lot cheaper, since it doesnt matter how much the box weighs! I could have saved a lot of money! :)

i've always sent mine by regular post office. Make sure when you go get a box get a flat rate box. cost you 8.10 to mail a box no matter what the weight.. thats not counting insurance tho if you are sending expensive gifts.
