Considering buying a PS3 for games and more importantly for a bluray player. I don't have the cash to upgrade my TV to a 1080p model. I have a samsung 1080i/720p HDTV now. I'm wondering if the PS3 will only output the 1080P movies as 1080P or will it downscale it to match my TV 1080i or will my TV do the downscaling or neither.

Your TV will downconvert the signal to it's native resolution.

All Blu-ray players allow you to play in Auto, 480i, 720p, 1080i or 1080p modes.
So, output in Auto, 720p or 1080i and you will be OK; in general avoid multiple scaling and feed the TV the signal closer to its native resolution.

There should be an adjustment for the VIDEO OUTPUT of the Blu-Ray....just set it to 1080i. Once you get a 1080P TV set, just set it back to 1080P.....

well u say it is a 1080i/720p tv what is the maximum? if it is 1080i then no but if it is 720p then yes
