All birds can and will at some time bite us.
The why is what we need to attempt to figure out so we can change things.Some times we never know why birds do what they do-:)
Birds bite when scared, mad, during hormonal peroids, and some times by mistake when we are playing with them.
Take the time and make the effort to know what you were doing right before the bite.
Learn to be aware of your actions, voice, and surroundings when interacting with birds.
Look at the bird when walking towards him and talk so you don't surprise him and cause stress for him.

All birds have bills that need to be kept in trim. They do it naturally in the wild by biting/gnawing at trees stones earth etc.,
If your male cockatiel is in a cage/house has he got any wood to bite on. If he hasn't then he will bite on anything he can get his bill to.
Give him some cuttle fish, old rope or hardwood toys to play/bite on.
Being 'third handed' how long have you had him? He may not have settled - it can take six to twleve months for birds to settle to a new home. He may also have been mishandled in the past. Don't put your fingers near him for several months and then be very gentle. Once they settle they will allow a degree of stroking/carressing when they are in a quiet mood. If he is screeching don't go near him, just cover him up to stop the noise.

Birds, just like people, have their bad and good days. Some of the days during hormonal changes can get fussy, and nonetheless, grouchie! This is normal- a bird will let you know when she/he wishes to be left alone for the time being.
On another note: Birds also bite for various reasons- When startled, scared, or when feeling insecure.
Take in concideration what you're doing at the time when the bird bites you. They'll usually let you know ahead of time before they bite you to let you know, "Leave me alone!" by a hiss. They're especially stressed when molting. That's a good time for birdy mood swings, as I call them. Respect him/she during times of molting, because they're going through a stressful time.
If he's a third handed bird, then, he's pretty used to people by this time since he's 2 year's old, but if he's/she is not used to you completely, he/she is going to be quite the moody tiel since they don't have any "trust" with you. Trust is a major issue, and must be addressed in order for your tiel to bond with you, and see you not as a threat.
I found the quickest way to a tiel's heart is food! Oh, they just love to eat! Take him/she, sit on the couch with them, give'm a treat, and just spend some time with them. Don't push your self on them because that will make them more offensive. Take your time; show your tiel you don't mean any harm, and that you're not going to push them into something they don't want to do. Make the tiel feel comfortalbe.
If trust is not the issue in this circumstance- As I said previously, take note of what you're doing at the time the tiel tries to bite you, or does. This will make you be aware of something you may be doing wrong to make him feel uncomfortable or insecure. If they make biteing a habit, it will be a habit that will be hard to break.

he/she is scared and will bite if they are trying to bite you like acting fast trying to bite you i would not let them just dont mess with him/her
