When do you think the record at MIS will be broken and where.
This is tough because it seems that NASCAR in their infinate wisdom, dreams up ways to slow the cars down every time they reach 200+.

displacement, carburation (restrictor plates) and a miriad of others in their massive book of regulations.

any proof of the type of limits they set for top speed?

Probably not. Nascar has been limiting gearing and engine power to limit under 200. The first track to go over 200, maybe be the third track to see restrictor plates. Nascar does not want to see cars going over 200 for safety reasons.

Proof: There is a gear ratio rule/limitation.

Stock cars weigh around 3,500 lbs so at 200 mph that's a lot of force to stop without killing the driver or going through the wall. Restrictor plates were put on when someone almost tore down the fence at Daytona (I think) in the 80s. They added roof flaps because cars would get airborne when they spun. They added cables to hold hoods, trunks, and wheels on so they don't fly off in wrecks (wheels came off at MIS and went into the crowd in Indycars).

If fans started dying you know the government would stop all racing until something was done to insure its safe.

Good question! I think next year with the new car. They will figure out how to set the car up better and they will break the record! They are going over 200 now but its the average lap that they get credited for. So they are actually not going over 200 in their qualifying lap!
