Well, I think you've got a lot of great suggestions, with getting more rest, as the best advice. But, there are a couple of things that you can start doing now that may decrease the dark circles under your eyes over time. First, never rub your eyes when you first wake up and pat your face dry. A good way to prevent yourself from doing it is to wash your face as soon as you wake up.
Also, try to be aware of how often you are rubbing your eyes, perhaps you are doing it quite frequently and didn't even realize it. When you do rub your eyes, be very gentle. The skin around your eyes is very delicate and rubbing your eyes can cause the tiny little blood vessels to be more apparent which gives the appearance of dark circles.

Dark circles under the eyes indicate poor nutrition. You are not eating enough 'food food'. My daughter has the same problem. She needs to eat all of her fruits and vegetables servings each day to help.
One thing you can do is take a regular multi-vitamin every day, especially one with extra iron, calcium, and vitamin C. If you don't have access to regular fruits and vegetables with your meals, a multi-vitamin will help towards providing your body with what it is not getting from food. When you go out to eat, even at fast-food places, try to get a side salad (they are ususally only 99 cents at McDonalds and Wendys), and eat it! And switch to drinking juices instead of sodas, when you have a choice. There's some truth in those V-8 commercials, you know.
No, there is no quick fix for proper nutrition. It takes a couple days for multi-vitamins to start kicking in. But even dollar stores sell multi-vitamins now for all of a dollar, so make an investment in yourself and give them, and good nutrition a try.
Good luck to finding good health.
