Well find out what unit he is in. Once you have that, ask to speak to the commanding officer.

If you know what unit the soldier is with, and what base, you can
1)call the post operator and ask for the number for the commanding officer of the unit. This will get you through to the commander's secretary or exec. but you can ask for the name and rank that way.
2) Most military bases and posts have an unclassified web page on line you can access with general information. You should be able to find it with a google search.
You should be able to track it down through there as well.
If the soldier is deployed, and you are a family member, and have an emergency matter, you might be able to get in touch with the Red Cross and they can get in touch with the commanding officer or the right person to deal with the issue.

Um, go to the headquarters building and look in his office?
First, dont go to a commander unless it is a serious issue.
Second, you should ASK THE SOLDIER INVOLVED. They might have a better solution to whatever you thought was a problem.
Third, you can use the same unit address of the Soldier, but subtitute COMMANDER for the Soldier's name.
Fourth, every post has a post information / post locator phone number. Call that and ask for the number of whatever unit your Soldier is in.

Depends on what the reason is. the website for each Command/Unit will have contact information, but the chances of you actually GETTING to talk to the CO are about zero.
any complaints or requests/issues must be dealt with BY THE SERVICEMEMBER following their Chain Of Command. So Mommie or Spousal unit cannot call to gripe about his schedule or having leave denied. Nor can spousal unit ***** that Hubbie Darling is fooling around with some trollop.

If you are trying to get this soldier in trouble, contact his commanding officer without going through the proper channels. Contact the base where he is and speak to them the proper procedures.

What do mean find? Is he missing?
If you have the soldiers address then you just substiture Commanding Officer for the soldiers name and write him. You don't need his name.
Example
Commanding Officer
215th Mess Kit Repair Bn (ABN)
Camp Swampy, PZ. 00666

Most units have a web site.
Also, look up what base he is at and check the phone directory if you know the unit.
