At first I was going to say how can we measure such greatness.
But then I thought "a greater legacy on THE WORLD" not 'my world' or the democratic world or the any section...THE WHOLE WORLD. And I guess without some of the great leaders we might all be starving and oppressed and wouldn't come in contact with art and art wouldn't improve our situation at all. Please don't argue that or starving weary oppressed and beaten bodies could be soothed better by listening to Mozart or gazing on Modigliani than by the likes of Gandhi or Mandela.

what is a legacy?
An truly great artist can evoke ideas that were never expressed before, and the themes of their art being used in others' work can enrich the world. the repercussions of that can be great and small, and in a way they can alter the minds of every person.
A truly great politician has a more concrete legacy. (I assume that you mean great political leader. A politician's skill is measured by their ability to get elected.) Having a wise and compassionate person in charge of a country has immediate and profound effect on the lives of their people. Thousands or millions of people who might have died will live. The quality of life for every citizen can rise. People who lived in fear or oppression can be allowed to live free. This great leader can change the world as well. By encouraging other countries to follow that example, other countries can improve as well. By helping with international problems, or local problems too big for that local government to handle, this one leader can improve the world.

My personal slant is towards a great political leader, but that may just be because I'm an amateur politician myself. Perhaps the deciding factor is that the politician can drastically improve the ability of artists to make their art, while artists have much less impact on the political realm.

Great artist, especially in today's world. So many artists these days copy each others styles/ideas that if there was one guy/girl who had their own unique and talented style...that would be a legacy.
There have been good politicians in the past, but there legacy isn't THAT great. Take George Washington compared to Van Gogh. Of course GW was the US' first president, but that's all he really was. Van Gogh was innovative and created a whole new outlook on life and art. That's why he's a master of legacy.

Both. Politicians sometimes leave a good legacy, most of the time a bad one.
Artists always leave a good legacy.

Artist, such as poets, great writers, history in art, such as in ancient times whereas a picture is worth a thousand words or a statue of a great people are all artistic expressions which will stand and has stood the test of time, but politicians come and go leaving minimal impact, are a distorted impact of their short existance or legacy.

Great politicians are very rare but they have the power to transform history & to impact lives so in my opinion , a truly great politician has the more influence.

A great artist has lasting influence but usually it is a passive influence on a smaller number of people...

Artists effect the world, Politicians effect countries. I am assuming positive effect although Hitler affected the world in a negative way.

In either case it depends on the size of the man, may he be politician or artist.
Then there is always the perspective in which you measure every and each one.
I tend to believe, the work of an artist is the most tangible, since you can have close personal point of view.

THE BAD legacy politicians are greater.

THE UGLY legacy is telling lies after both of them .

The artist is more for physical pleasure and/or historian
considerations. The state of mankind is of great value too.
They probably are very close in value.
