Nascar does not judge speed by radar. They judge it by time and distance. This is similar to the VASCAR systems used by most highway patrol units across the nation. Basically the measure the time it takes you to cross a known distance. This is way more accurate than radar systems. They perform these measurements at different intervals across pit row. If you fail at any one you are brought back for a stop-n-go penalty.

The drivers are told what pit road speed will be during their drivers meeting prior to the race that they all have to attend, they have gauges on their dash board for speeds and rpms, these guys are smart and know how to use them, and also crew chiefs in the pit boxes remind them... no one wants a pit road penalty for speeding...

With that many cars so close together you wouldn't be able to tell who's speed is showing. Trying to find your pit without crashing is more important than looking up at sign as you drive under it.
