Rickettsiae, which causes epidemic typhus, was discovered by Dr. Henrique da Rocha Lima in 1916. He discovered the illness while working in Germany.

Currently, there is not a commercial vaccine available. The production cost is too prohibitive. However, there is an extensive history of prior vaccine production, and by who, that you can read here:

The vaccines are not produced today as they were not safe, cost effective nor did they provide good protection. In short, they would not pass the stringent testing or regulations of the FDA.
