Depends, most people will tell you DoD, which would direct you where to go,

if your idea is revolutionary and will change the way we look at weapons, Defense Advanced Research Projects Agency (DARPA) is a good route to go. Infrared, space launched missile, radars and most every kind of new weapon get researched at DARPA

If you want to make money, get the idea solid, patent it and sell it to a weapons manufacturer

Patent office etc then I imagine the buyers will see the listing and contact you if the product is suitable to their requirement.
