Say the person you want to kill has killed a member of your family. In other words you're not killing them just for fun but rather justice.

If I had this power and I knew I had it, I would live in fear everytime someone close to me died--thinking *I* had killed them. It would be a tremendous burden and I am not certain I could bear it. I have not seen this TV show, but are these people registered somehow, their powers documented? In the scifi show Babylon 5, telepaths were not only documented and registered, but graded from P1-P12; some were trained in methods that could include having this power to kill with the mind. The quandary is: such powers must be regulated, and yet, the systems of regulation inevitably become corrupt and break down. In the end, one must regulate one's own actions and control one's own power.
In answer to your question, I would not kill someone with my mind, UNLESS I or my loved ones were in grave danger. If I'm attacked, there would be no qualms about using the powers at my command to stop the attacker.
P.S. Re: your added details. No, that would be a revenge killing and would not fall under the protection of life as I stated above.

I would reserve such powers to be used only when absolutely necessary, and to save other lives. I am not a hateful person by nature, I find it hard to hold a grudge and am swayed easily to forgive someone on a moments notice.
Edit:
I do not see revenge as a means to correct something that has gone wrong, if a family member were to have been killed I would not seek to end the life of the murderer I would much rather them to be imprisoned. I know that imprisonment is a much harsher than a quick painless death anyways.

It is definately bad Karma!
Even if we could kill someone with our minds - theoretically speaking - you would be linked with that person for that time and you will receive and possibly keep some of their memories (sort of like seeing their life pass before your eyes as well) and you will have to live with that all the days of your life. I wouldn't want to have that and the negativity and soulessness I would have to bare would be worse than living with that person. No, I doubt I would do it unless it was to save the world from ultimate distruction or something to that effect. I still like the saying from several religious texts "Judge not yest ye be judged".

I think that we have all fantasized about killing people with a single thought. This is not a new theme---it was the focus of a Star Trek episode once.
Perhaps it is a good thing that this power does not exist---one of several people would have killed me long ago...

The trick would be to stay controlled enough so that you didn't kill anyone by accident. The power to literally wish someone dead would be a terrible thing to possess.
I'd not want this ability at all. If I were cursed by it, I'd learn to control my emotions so that the ability would not be used through anger.

I wouldn't kill anyone for any reason, or in any way. I don't even recall ever wishing someone dead when I was extremely upset with them.
This probably stems from the fact that I witnessed a suicide, with a shotgun, no less. To die a natural death is one thing, but to take another's life...never.
***As for your added details, no, that still would not be reason enough for me to take their life. I would hope the perpetrator would be brought to justice, but I would not wish for the death penalty even in that instance.

I do have the power to kill someone with my mind, just as you
do with any handy tool, so the answer is generally no. not
without a very good reason....self defence, protecting somebody, or maybe the sh*t took my parking space

absolutley no way.
no one has the right to choose the continued or end of the life of another .
any case that contradicts this is done so wrongly .
with the exception of euthenasia and only when the patient themsleves makes the decision.
even if it was to avenge the death of a family member
i just do not think killing another is justice .

No. Because even those that kill during wartime have a lot of problems dealing with it all the rest of their lives. Killing is never a good choice no matter what wrong the person did to you.

We are perfectly capable right now of killing people with our hands or weapons, so I would assume that it is the same proportion as the number of people who would kill someone right now (if they were guaranteed they could get away with it).
I know I wouldn't.
