No, if you "fall out of love" with God, you are still saying there is such an entity, but you're mad at him. An atheist would go further and say there is no such entity. However, if a person first gets mad at God, and then concludes that in fact there is no such entity (thus resolving his anger), he would be an atheist.
And people have the right to claim they believe or disbelieve anything they want. That's called free speech.

If someone "falls out of love" with their God, but still believes the God exists, they are not atheist, and should not call themselves an atheist.

No because an atheist is someone who doesn't believe God exists. Someone who falls out of love with God is someone who is angry or upset with God. But they still believe He exists.
