What about undercover officers can, or would openly use narcotics to lure in potential arrests?

Entrapment is not statutory law. It has been defined and refined by case law, including in the SCOTUS, so it applies across all jurisdictions. What most people fail to understand about entrapment, however, is that in order to prevail in a claim of entrapment one must prove that BUT FOR the actions of the law enforcement officer(s) one would not have even sought to engage in criminal behavior. Thus, usually the officer waits for the subject to initiate contact, whether it is for sexual activity or a drug buy, etc. As long as the officer does not initiate the contact, but merely follows through with a logical chain of events once the subject initiates the contact, there is no entrapment.

As for use of the actual drug no it is illegal. However they may use the steralized verison of dummy version of the drug (looks real but isn't). The steralized drug has no narcotic components in it-it has been cleaned.
