My first priority would be to close the border. Nothing will work until we stop the flow of illegal immigrants across our borders.

End the war in Iraq. Stop sending money overseas. Close the borders. Put the troops on the borders and stop all tourism temporarily until the problems we currently have because of immigration subsides. Raise the federal minimum wage to 10$ per hour for one person, and an additional $1 per hour for each dependant. Make a flat tax on income (including sales) only with no loop holes and no "corporate welfare". Take medicine off the market and pay for it with our tax dollars which should not exceed 25%. All CITIZENS should have access to free health care. Which is feasible if money isn't wasted. End all non disabled welfare but make it easier for the sick and disabled to get SSI. Make it a law that all US businesses be based and run and spend 80% of their money in the US. Make it a law that all US charities spend 80% of their money in the US. Make it a law that only citizens can live and work in the US, must pay taxes (covered under flat income tax) and can't send more than 20% of their income out of the country same as anyone else. They can leave to go home but can't come back unless they are a citizen. So if people are here when the borders close and want to become citizens they can apply. Anyone already here who is a law abiding citizen and fills out the paperwork would be allowed to become citizens but no new applications from outside the country would be taken. And they MUST learn and use English. All those things would have to be done concurrently for it to work. There'd be a national ID.
Once everything was in place and everyone living here was accounted for, etc. We'd open the borders to tourists only. NOT FOREIGN WORKERS OR STUDENTS because we need to train, educate and employ our people first and that's not being done. Visitors would have to get a national ID too which would state they are just visiting (like a passport).
If all of this was done concurrently the problems would be solved and no one would get hurt.

1. Close the border. If it takes force then that's what I would do.
2. Fine any company that hires them millions for every illegal and jail the people who should have been checking. Basically put them out of business.
3. Round up all illegals and the people helping them (legal or not) and give them 2 options.
A. Go home on your own (they pay).
B. Work in a labor camp for 5 years with no pay, no benefits, just food and basic shelter. This way we can get some use out of them. After than they we will pay to send them home. Get caught again or get in trouble and its life in a labor camp.

At the moment I couldn't become US President because I was born in Zimbabwe but that "inconvenient" part of the Constitution will be changed when Arnie gains wider popular support...
1) Build a wall on the Southern border. Make it 20 feet high, 30 feet deep and 5 feet thick. Top it off with Razor Wire and man it with watchtowers, searchlights and armed Border Patrol agents.
2) Hunt down all illegal immigrants regardless of how they have been here and deport them to their country of origin unless they are threatened with persecution and torture on their return in which case they are bona fide refugees and should receive asulym.
3) Triple the current penalities for any individual or company that is found to have employed illegals.
4) Reform the USCIS so that it becomes more efficient and effective at processing the LEGAL immigrants and doesn't leave people sitting around for years on end while their paperwork is being processed.

I would round them up and deport them all, knowing that this is the will of the majority of legal and law abiding citizens of this great country. I would confiscate whatever assest the illegal criminal aliens might have and use this to defray the cost of their deportation and of the other illegals. What was left would be given back to the legal citizens of this great country. This will have an affect on savings to the citizens in the way of tax cuts because of the amount of money we no longer have to expend for the free benefits these illegals have been getting for many, many years.

Pass a law that says "you catch 'em, you keep 'em."
Bring back indentured servanthood and allow businesses, government agencies and private citizens to round up as many illegals as they wanted for free labor.
If you shop at Wal-mart you already support slave labor since China has the largest prison labor force in the world.
Even if you think this policy is too harsh the reality is that once that law was passed most illegals would make a mad dash for the border. Mass exodus! Mission accomplished.
Then I would erect guard towers along the entire southern border (since that's where the bulk of illegals enter) and advertise to hunters the opportunity to lease those towers out to "hunt".
The leases would pay for the cost of erecting guard towers. Every 800 feet. This would greatly curb the influx of illegal invaders.

I think the question is far to difficult to answer because of all the ramifications. If you asked what I would like to do, that's difficult also. Taken as a group, round them up and throw them out. If they're here illegally they've already broken the law. When I see the young lady who comes every day to clean our office, well, that's a different story, I know her. This is what makes it difficult. One decision can have an effect on more than just the immigrant. I did hear on the news that very soon, given all the immigrants, the US white population will be a minority. That does not make me happy.

Rigorously defend our borders usually all means necessary
Arrest and deport illegal aliens
Enforce our immigration laws and policies
Fine and punish employers who are not compliant
With the exception of life saving measures, cut off access to taxpayer supported infrastructure services to anyone not in the US legally

First step is indeed to secure the borders. The use of the United States Army is fully justified in this respect.
Second step is documented deportation. The criminals are to be positively identified, and returned to their country of origin.
Third step is the fining and incarceration of the people who employ these criminals for the first offense.
The fourth step is the establishment of the United States Foriegn Legion. All second offenders (this includes those who hire them) are sentenced to a 6 year term. While in the Legion they will be required to accomplish the following: Learn ENGLISH, and become fluent in it's use. Swear alliegance to the United States, and foresake all other countries, including their country of origin. Complete the necessarry paperwork and background checks for citizenship. If the second offender is a violent felon then he does not receive this reward, he is sentenced to death, and summarily executed by the most economical means available. US citizens who find themselves in the Legion find themselves there not for 6 years, but for 10.
There are no age limitations to the Legion over the age of 14. If you are spry enough to sneak into the US at the age of 70, then you are spry enough to hump a ruck and tote an M-16. Your sex does not affect your eligibilty for foxhole digging either.
The Legion will be run OUTSIDE of the politically "correct" ( read wimpy ) constraints currently placed on the armed forces. Order and Discipline shall be enforced with an iron fist and desertion is an immediate capital offense requiring a firing squad.
Those who serve the United States honorably, and assimilate themselves into our society are to welcomed as CITIZENS of the United States, because they will have EARNED that right.
