Not Outlook Express, but Outlook the full version. I'd prefer to get Windows XP rather than Vista, but it's important that whatever operating system I choose includes Outlook if at all possible.

Neither XP nor Vista includes the full version of Outlook. Outlook is part of MS Office, so as long as you purchase Office you can run it on either OS.

No, Outlook is included only in MS Office suite. XP Includes Outlook Express, in Vista it is MS Mail.

No. Microsoft office has outlook in their pakage.

its made by microsoft, but no - it's not included in windows
however my computer did - it was installed before i use it - its an old version and i dont use it anyway though!!!
