Did find a site a few weeks ago, it was free to use and dealt with Insolvency...

a person - you cannot, only financial companies can and they have to be registered and regulated.

what you probably found was the insolvancy database. as this information is public domain you can find out the names of bankrupts and companies that are in administration, but that is all.

you cant personally
its illegal to look at another persons credit without their permission
