Flavored Sugar, Paper sticks and a Cotton Candy Machine. Sold at walmart or toy stores for like 20 bucks.

Sugar, heat and air. You need a special machine to make it though. The head contains the heater to melt the sugar and make it liquid. Then, by spinning the head, the cotton candy machine forces the liquid sugar out through tiny holes in the head. The instant the thin threads of sugar hit the air, they cool and re-solidify, so in the bowl of the machine a web of sugar threads develops. The web is easily collected on a paper cone.

In a special machine it melts the sugar and flavourings then
pumps the liquid sugar up through a spinning nozzle, as the sugar comes out of the nozzle like a strand it cools and the
light fiberous wisps are wound onto the stick. I think the excess melts down the sides of the machine to be recycled
through the spinner.
