It's really not that complicated, nor is it worthy of a conspiracy theory.

Every ticket that is sold is reported back to the main computers. The computer keeps a data base of every sold ticket, and after the draw looks up how many people got the right number combination. After a quick data base search it is easy to establish how many winning tickets were sold, and which location sold the winning tickets.

Within a short time of the draw they can therefore announce which state sold the winning ticket(s).

If you think this basic use of computers sounds 'fishy' you need to sit down and have a serious think about what is going on here. It's nothing complicated or sinister.

When you buy any American state or combo lottery ticket, the numbers printed out are transmitted from the central computer, whether they got to the central computer by scanning your form or you asked for a Quick Pick. So by the time you have paid for the ticket, the database holds the numbers sold and the store where sold along with the date and time.
As soon as the balls are pulled, the database can pull up the numbers and locations of winners. Since you are not required to sign in, it doesn't know who won.
