A guy can! It's just that so many guys don't.
And because so many guys don't, so many girls are confronted by being told they're pretty by a guy, so then they go all shy & stupid!
Most girls like to be flattered, they have an embarressed giggle with their girlfriends about it and secretly think you're amazing for making the first move!

it all depends on the way you say it, if you go up to a girl and be like you are so hot can i get your number or somthing stupid like that your gonna get rejected. but if you say it sweetly and be like hey im jim(or whatever your name is), im sorry but i just had to come meet you, your really beautiful. you might have more of a chance.

most girls [including me] think its creepy for a stanger to just walk up to you and say your pretty..
i was always told "dont take candy from stangers" really its the same with compliments... even thought oyur jsut trying to be nice
