The guidelines are:
1] dining room - rug should extend under table far enough, if a diner pushes his chair back, it doesn't 'fall off' the rug
2] Living - can cover the area inside a conversational group; or go under all the furniture it encloses as well [ current trend ].
3] can be used to set off a certain portion of a room used for different purpose - piano, reading nook, play area

Always use square feet, but always have the correct dimensions available as well since area rugs are oval, circular, and other shapes.
