routinely the "fancy" paintings in museums are cleaned, restored, not to mention kept in very regulated environments so that they don't get dirty. Its not so much germs as it is an accumulation of dust, sun damage, and oils from the hands that might touch the paint surface. A good coat of varnish will help to protect an oil painting, varnishes can be stripped off by conservators and replaced to clean the surface. Acrylic paintings don't need much of anything, they can be cleaned with a damp rag. Watercolors should be kept under glass.

Nothing. It is germ free by itself.
