apply for scholarships, grants and fafsa. alot of times you can get most of your school paid for. if you're planning on living on-campus and it's not your first year, apply to be a resident (or community) assistant. they get room and board paid for.

Loans. What the federal government didn't cover for me Sallie Mae did. Yeah, I'm in a lot of debt but they can't repossess my education. If you get a good job it will be easier to pay back anyhow. Also look into work-studies if you have good time management skills.
Be warned: If you are no longer a part of the graduating class, you may find it difficult to find scholarships. I took 2 years off from high school and was denied every scholarship I applied for, most of them because I was no longer part of the graduating class.

Unless you are applying to graduate schools or an international student, your college costs should be covered by a combination of grants and loans. Just make sure to file FAFSA on time.
