60 lbs is just over 1 lb per week, which is a safe amount to loose.
If the boy eats candy and soda on a regular basis, cut it out. Kids should have very little soda and occasionally candy, cake etc. Even a small serving daily can be ok. The same goes for fried foods.
Exercise should be a family walk every night at a fast pace. It should not be anything excessive. Team sports should be helpful too.
If done right, you are looking at lifestyle changes, not excessive diet and exercise.
If the boy already eats healthy and exercises, then see a doctor.
Don't make drastic changes without a doctor, but anyone can safely walk and cut out sweets and fried foods.

Talk to a doctor/nutrionist for their suggestions.
Something that worked/working for me is 6 days on, 1 day off. I cut out soda and eat well for 6 days a week. Then on one day I get to splurge and eat whatever.
Also keep him active and sign him up for a sport or maybe a walk or bike ride. All you need is 1 hour a day and it can be split up.
Swimming is a great exercise.
It starts with the home, since he is only 11. Get rid of the crappy cereal and candy if there is any and fill it with healthier options and make sure he is follwing the food chart.
The only real way to lose the weight is diet and exercise
*If he is 150 lbs he doesn't need to lose 60lbs.

The thing is, fat people can lose weight a lot easier than regular people because fatter people burn calories a lot faster due to, well, all the extra weight they carry with them. If he had a very strict diet and a lot of exercise, it is 100% posible for a 150 lb boy to lose the weight.

how about bike riding for 30 minutes a day, 3 times a week sound? If it has 3-speed or higher, don't use it. Work to get where you're going by keeping it on first gear. Roller blading is good too.

That's about a pound a week, about a 4,200 calorie reduction. If he walks 1 mile three times a day, that will be about 2100 calories. Cut back on food for only another 300 calories a day, its another 2100 calories. 4,200 calories a week.
The exercise will also build a little muscle, and increase his metabolism.

Must have supervision. Most MDs will not be able to help. Will require behavioral change. Mom, chances are you need counseling also. consider that you are somehow enabling this behavior. Unless of course, he has his own money, buys and stores his own groceries. You have some very difficult choices, but please don't dispair. If you dont get this handled now, things will simply get worse.

Yes. An 11 year boy could lose weight easily.
His parents could stop buying foods with a high fat/calorie content.
His parents could cook healthy meals at home.
His parents could make him exercise...family walks...raking leaves...playing flag football...just to name a few.
