You could ask permission to leave Christian tracts in public places where other freebies are handed out, such as libraries or perhaps a post office (I've seen things like that left there, but I'm not sure what their official policy is). If you choose to leave stuff someplace, make sure you have the permission of the building owner or manager.
One thing I hope you won't do is one of my pet peeves--people who leave stuff on the windshields of other people's cars. That just seems so smarmy and intrusive. My reaction is always, "Yuck!" and I throw away whatever flier got left on my vehicle.
If you want to mail tracts to people, don't do it anonymously. We are not ashamed of the gospel of Jesus Christ, which is life to all who find it, so be willing to stand up for what you're giving out.
If you want to offer tracts to strangers, pray for God to work in people's hearts to make them willing to receive and open to learning. And don't let rejection get you down. Jesus has been rejected plenty of times.
Sometimes people reject Jesus numerous times, and then one day they come to Him. You never know, so don't give up hope for anybody; just keep praying.
An important thing to remember is that you never want people to feel like they are being made the objects of your ministry; you want to relate to them in ways that hear and see them as individual people.
You can just "plant seeds" or ask questions to get them thinking, but listen to what they say so you understand where they're at, and be responsive, not just formulaic.

If you are desperate to get out the word of Jesus, then maybe you should steel yourself for a lot of polite rejection from the god-unfearing citizens of your state.
Since Christianity does not dominate, I am guessing you are either in the pacific northwest or maybe in New England somewhere.
Giving out tracts invites others to attack your beliefs and quite rightly, you are imposing yourselves upon them and not the other way round, so I would expect a certain amount of negativity.
For some sensible thoughts on the whole subject, how about becoming atheist? It is so much easier in the long run and gives you a few good hours on a Sunday morning to shop or play golf. And, - NO GUILT! It's really very liberating.
On a more serious note, do not be discouraged. If it what you truly believe, then you have the right to free speech in this crazy country and no-one can take that away from you.

Precious - I have the weird advantage of living in a town that was in the Guinness World Book of records for most number of Churches per capita... so, consequently, I'm accustomed to running across tracts in businesses everywhere.
Talk to your fellow Church members and ask if they would be willing to let you put tracts in their businesses - and to maintain the stock for them.
Here - you can find displays in Doctor's offices amongst the magazines, on the walls near the entrance/exit of Pizza parlors, in the waiting rooms of car repair and tire shops... You name it.
Keep them in your purse.
Make a list of all the people you encounter regularly - from your doctor to your bank teller and dry cleaner - and pray for them weekly... then drop them in their offices... you name it... but it is better to have personal contact.
Pray the Holy Spirit moves ahead of you - and shows you who to share the tracts with.
Review the parable of the sower... pray for fertile ground. Contact the American Tract Society for a catalog. They may have some perfect for your specific area.

I've never relied on a tract; I find them really impersonal. I would rather someone sit down with me over coffee, or cocoa, or something, and talk with me about what they believe, and why.
In my experience, tracts are usually either handed out to people anonymously, or left in public places (like on benches, etc.) for people to find.

First and foremost, pray! Let God lead you to the right people, places,a nd allow you the right moments.
I often set out a track along with the tip I leave on my table at a restaurant, or any other service that tips are accepted.

You can start with your friends and family too. And where do u live Utah? Just pray and ask God to guide you when you evangelize and He'll help bring the people that are looking for it first, and He'll protect you and give you strength . Outside your church is also a good area, since you are by the church , people cant get mad like "why is she bothering us here?" since youre close to the church it makes sense

I've found when you are reading something like in a public area. You read it, people will look at what you are reading. You might even put it inside your Bible and read it while sipping on a drink.
Take a couple and put them in your car. Pray that God will give you opportunities to give them out.

I leave them in restrooms. give them to the waitress with the money ,also I have picked randomly out of the phone book to send them to people *with prayer of course* and also to people I know who are lost and refuse to talk religion
