It means "how much of the time are you willing to be traveling?" If you say 50%, then you are willing to travel half of the time. If you say 0%, then you are not willing to travel. If you say 100%, you are willing to travel all the time if need be.
You can say any percentage of the time that you want. Though, some jobs and employers will be more inclined to hire you if you offer to travel a higher percentage of the time.

They are asking what percentage of your time are you willing to travel. Lets say you work a 40 hour week and you travel for 13 of those hours. That would be a 30% travel. Other companies may do it differently, but my last employer had me travelling about 20% of the time.

I look at this differently than the previous folks. I feel that the intent of the Percent of Travel question is what percent of the time you are willing to be away from your home time, not work time. The work nights are Monday-Thursday (4 work nights per week); I would not consider Friday, Saturday or Sunday as nights that I would be willing to travel.
Therefore, if I must stay in a hotel on average 1 night per week (1 of 4 days) then this is 25%.
I am not sure if this is the normal convention of the definition but it is the one that makes sense to me as the flip side does not make sense to me. Example: if I am traveling for 8 hours in one day but can spend the evening with my family; this would be 0% travel time in my mind. If my employer wants me to spend my 8 hours a day traveling but then getting back to the office by the end of the day, that is no travel in my book.

Most of the time on an application, they will give you choices on the percentage of travel. You can select one from there. If you dont have that option, write in a percentage.
If you dont prefer to travel, put in 0%. But to be flexible on something like this, put 15%. That entails travelling to meetings, seminars or other events for the company.

10% travel would mean you are away one day every two weeks average. 20% travel would be one day a week. 60% travel would be 3 days per week.
