Short answer, no. UTI in a pregnant woman has no correlation to oligohydramnios.

Oligohydramnios, or too little amniotic fluid, can be caused by:
twins with transfusion problems
premature rupture of membranes (slow leak of amniotic fluid)
pre-eclampsia
a pregnancy that is past due date
fetal urinary abnormality
placenta abnormality

Treatment may involve:
medication
monitoring amount of amniotic fluid
replacing lost fluid, if deemed necessary
early delivery if fetus is in danger
