If those are your only requirements, there are many choices. The only non-hybrid cars that get 25 mpg in the city are compacts and sub-compacts, and you can pretty much get any of them for under $20k unless you really get crazy with the options. Here's a few to consider:

Get Nissan Versa...

They are very reliable, fun to drive,
get great gas mileage and well under 20K for one that is VERY well equipped.

probably a chevy aveo, or something american. pontiacs, or even the ugly scions, the other competition from japanese kind of too expesive for the money.
