If those are your only requirements, there are many choices. The only non-hybrid cars that get 25 mpg in the city are compacts and sub-compacts, and you can pretty much get any of them for under $20k unless you really get crazy with the options. Here's a few to consider:
- Honda Civic and Fit
- Toyota Corolla and Yaris
- Nissan Versa and Sentra
- Hyundai Elantra and Accent
- Ford Focus
- Chevy Cobalt
- Mazda 3

Chevy Cobalt. Starts at 13,790 and gets 34 MPG. Also comes in a sporty SS sedan or coupe version. Enjoy.

The Cobalt is the quietest, most refined small car GM has ever built. It's based on a strong, stiff platform, a key element for crisp handling and a smooth ride.

Get Nissan Versa...
They are very reliable, fun to drive,
get great gas mileage and well under 20K for one that is VERY well equipped.
