I snooped around on Google and found that it's Tatar,
a language spoken in southern Russia.
It means ancient or old.
I found the following on Wikipedia:

Borınğı Taríx

Ğíraq (Mesopotamia) dönyanıñ iñ borınğı sivilizatilären tuu urını. Alarda Şumer, Babílon, Ässüriä sivilizatiläre. Ğíraq Farsı İmperise, âl-İskädär İmperise, Roman İmperise sostavında bulğan.

I found "tarix" in an online dictionary. It means
"history".
Here's "boringi":
borınğı древний old
So "Borınğı Taríx" = ancient history.

Translation of first sentence:
Iraq(Mesopotamia) is the birthplace of most of the
ancient civilizations of the world.
