Well if the 2 million are Muslims you don't have to make them fast, because they will most likely do it on their own during Ramadan =D

The Catholic Church makes many more than 2 million people fast on Ash Wednesday and Good Friday, but we can also fast and pray whenever we are seeking something, such as spiritual healing or deepening our relationship with God, or His intercession on behalf of somebody who needs it, that sort of thing.
