Preach the word of God!
If your Church is not straying form God's word and direction it does not mater how many people attend. The Church is the bride of Christ and was designed to glorify him and constant discipleship. Quantity is unimportant.

"Christ loved the church. He gave up his life for her to make her holy and clean, washed by the cleansing of God’s word. He did this to present her to himself as a glorious church without a spot or wrinkle or any other blemish."
Ephesians 5:25-27

Instead, Pray that the Church remains in God's word and glorifies God. If it is God's will he will grow the Church in his time. Do not try to artificially grow the church outside of God' will. I think some Churches become more obsessed with numbers than keeping in scriptural truth.

Have Faith.

People need to know you care. Do some community service type of work. Don't really advertise the church, but say you are doing it for Jesus. People want to see that there is a difference between you and the world. I think by action is the best way. We do a single mom's outreach. Any single mom can bring her car (by appointment) and have it inspected , get a free oil change, and get it washed. What we don't tell them is we also vacuum it out, and detail it inside, as well as giving them some gasoline too. When they leave, they have a clean car, and someone holds the door for them. Usually if repairs are needed, someone will pay for them. many tears have been shed over this simple thing. And as the car is being serviced, the mom's get to talk to some of the ladies from the church.

Your church might start doing events(picnics, evangelism nights, etc). Getting church members inviting people to your church helps too by giving out business cards and stuff.

I think it was the Jesuits who said "get them young enough and the possibilities are endless" or something to that effect.

So if you want more people, recruit children who do not yet have the abilities to think for themselves and will accept anything adults tell them.

wear slightly sexier outfits, but not too revealing. just kidding... if the preacher is good, the people will want to keep coming after they hear him, at least that's been my experience.
