You may, if you don't like the top meat crispy. I never do, but, baker's choice!

The recipe I checked, says to arrange stuffed peppers
in an ungreased pan, pour chicken broth around them,
& cover with foil. Bake at 350F for 30 to 40 minutes.
The other possibility would be on a grill;
then you'd wrap each one in foil, & cook slowly.

I wouldn't, as long as the stuffing you use is pre cooked it should be fine.
If left uncovered it will give a lovely raosted look and Flavour

not if you add tomatoes they will eat through the foil
