I would guess vibrate mode, based on the premise that a greater amount of energy is required to create movement than is needed to create sound. I could be wrong as I'm not technically minded with this sort of stuff.

Whichever is used, the amount of energy required will be so minute as to be negligible, even over a long period of time and involving lots of phones.

They're both tiny, so the difference must surely be miniscule, just milliwatts of power for short periods of time.

However the vibrate mode will cause less noise pollution and be less irritating to others.
