No - I haven't heard about $3K for replacing an old car w/ a newer car to reduce pollution.

In CA, the state/DMV does have a program that offers some rebate $ for replacing an old car w/ a fuel efficient/low emission model but the $ is no where near $3K.

Contact your local DMV to check about what programs your state offers. Beware of scams.

The US gov't does offer a tax deduction for buying certain hybrid vehicles. Here are the links: http://www.irs.gov/newsroom/article/0,,id=157632,00.html

It would be a smart idea but I have not heard of the government doing that as a way to cut pollution.

If they gave a tax credit for buying an efficient small car to owners of old cars that emit a lot of pollution or to owners of gas guzzlers there would be a rush to car dealers that would bring Ford and GM away from bankruptcy but might cause car salesmen to get trampled in the rush. .

That was a while ago. It was sponsored by Arco, and the 'bounty' for a gross polluter (there were stiff requirements on age and emissions) was more like $500, not $3,000. They discontinued it when they figured out that for the money they gave you for your running gross polluter, you'd just go out and buy another gross polluter.

The real deal would be if they dropped all the rebate and incentive programs and just traded people with gross polluters straight-up for a PZEV. It probably wouldn't cost any more. But just imagine what the anti-welfare crowd would say to that!

It may be in reference to a discount on your taxes for hybrid vehicles. We have one and got some extra taxes back because of it. Your uncle just might be confused on what he hurd.
