Roll each sheet of paper into a cone, and then adjust the size of the cones so that they slip together like a telescope.

You will have to fold or tuck each sheet at the ends so that the cones do not unroll on you.

How many sheets of paper are you allowed to use?
Folding the paper in to zig-zag folds will make it relatively rigid and able to stand on end, stacking several folded sheets like:
-
I I
-
I I
-
I I
might work pretty well, the horizontal sheets will help with balancing.

roll up some newspaper sheets , and pull out the middle, it makes a cone. you may have to fold the edge somewhere.
I saw it done 40 years ago.

Shape like a cone and make a little rip and fold to hold it
