Well, I'm probably a lot nicer to some of my phone contacts here at work due to the laughs I have throughout the day on R/S. So my work is a least a little better because of my adjusted attitude.

I would say that it's probably something to the effect:
I'm free to fritter away my own time as I see fit!
BUT...
The company's time is a different story!

Easy...if you are truly pondering the answer to the question then that is work...so it wouldn't be wasting time...
