One version says, "...Tuck your coat into your belt..."
It is when the men were called to "war". They wore robes (different then women's) that had the ability to fold under and tuck to make them like today's pant's, to run and be agile for wartime.
So, when someone, including the Lord says, "gird up thy loins like a man", that's what that means. Be a soldier, get ready for war.
