heck no it's not. it's the next best thing to a gift card.
if you don't want to give cash cash get them an amex gift card to use like a credit card or atm card.
then nobody sees them sporting green backs.

No, cash is perfectly acceptable for a wedding. Just either put it in a nice wedding card and mail it to her prior to the wedding, or just have the cash on you and slip it in her hand at the reception. Some cultures, like Italian, for example, encourage cash gifts for the bride and groom so much that the brides actually carry little silk purses around with them for the sole purpose of having somewhere to put all the money their friends and relatives give them. Other cultures do things like the "dollar dance," where the guys at the reception line up in front of the bride and the girls line up in front of the groom and they give them money in exchange for a quick dance. It's actually a really fun tradition that I totally plan to do at my own wedding.

Where I'm from (New York) about 95% of the weddings gifts are cash...we never give registry gifts at the actual wedding...It would NOT be considered tacky at all.

No not at all. Many choose to give cash instead of choosing a gift from the registry.

Not at all. The cash should be as few bills as possible to make the amount you wish to give and the bills should be new. The bank will help with that.
