to some extent, yes. some ratings are severely overmanned,and others are critically undermanned.
Overall, the Navy is not hurting for bodies and is therefore less willing to grant waivers or to allow so-so sailors to stay in.

Their is some downsizing going on along with consolidation of ratings and ships. The Navy is trying out two programs while one may not be new it's just now becoming mainstream.
1. Hybrid Sailors - This is a Sailor that is able to preform multiple roles. You see this alot in onboard the smaller ships such as PC's, MCM's and MHC's.
2. Littoral Ships. - These are platforms capable of exchanging modules so that they may preform another mission. They can be underway with an antisub module pull into port and pick up a minewarefare module and preform that role.

If you're coming up on reenlistment and you ask someone, they'll tell you that they're having trouble retaining people. If you're trying to get into a closed rate, you'll hear people complain that the Navy is overmanned.
The truth? The truth is that there's a lot of "sea lawyers" who just make up their answers as they see fit. The Navy being over or undermanned is an easy, convenient substitute for a real explanation or actually bothering to look things up. Especially when people are being pushy with you and you've got better things to do.
When you've been in the fleet long enough, you start to realize everyone's pretty much full of it.

Well, the newer ships being commissioned have a need for far less crewmen then older ships do to advancements in computers and technology. However, there will always be a place for human intervention.

I have heard that they want smaller ships and the crews would use less people. This was reported in the news a couple of years ago
