Well, there's plenty of avenues she can try, but she's probably out the cash. Home improvement scams are rampant. Lemme guess, they gave her a price that was "too good to be true" but in order to get the price she must pay in advance. Oldest trick in the book. She needs to first report the incendent to the police. If they were licensed (highly unlikely) she can report them to the local contractor licensing board. Next start watching "The Peoples Court" cuz small claims court is where she's headed if she hopes to get her money back.

Sounds like your Mom has been taken for a ride. Check with the Better Business Bureau and file a complaint.

Contact your state Attorney General's office, and also the Better Business Bureau. Actually she should have contacted the BBB and checked them out, before paying in advance. I'm afraid she has seen the last of her money.

Threaten to report them to the Better Business Bureau. Do they have an office somewhere? Go there and demand for her money back. Don't ever pay in full.

Was it a company she called from the phone book? there a chance you can sue them. if you cant stop payment/dispute charges. If it was someone in the area that came to your door and offered a great deal or something it was a scam and good luck getting anything.
