in the military what does "shoot and scoot" mean?

It means after shooting, you move. The reason is because gunfire is loud, and the act of you shooting gives away your position. If I heard gunshots going off, I have an idea of where you are. Now I have an advantage next time you expose yourself to take a shot. This is why you move after you shoot, so no one knows exactly where you are.

Shoot and scoot is a special forces counter insurgency tactic where you use the enemies own tactics against them.

You do this by ambushing them in their own "safe territory" lay down some rapid and accurate fire and then melt away into the terrain as quickly as possible.

The effect is to make the enemy nervous and insecure and allows very small groups of commandos to make a big impression.

The Rambo type of Commando who slugs it out with hundreds of enemy single handed is pure fiction and the ethos is much more around hit and run.

It was standard practice, especially with horse drawn artillery units to fire several salvos then hook up the cannon and ammo carts and change position before enemy counter-battery fire would be shot back at them.

In U.S. parlance its "shoot and scoot", but I am sure most armies in Europe / World practiced this method and had their own term for it.

It refers to shooting at a target and moving quickly away from it to avoid any rebuttle. The term was picked up from the French Army during the WWII

It usually refers to mobile artillery. There are a host of ways to locate a firing artillery piece and then to counter respond. To counter against their counter, it's best to get out of the way before the enemy responds.

It means the same as "hit and run". You attack, inflict casualties and material damage and then fade away.
